Moisturizers are more lightweight and usually have a higher percentage of water.  There is nothing wrong with this - they are just different.  They are meant to hydrate the top layers of skin and are perfect for every day use for normal, combo and oily skin.  Some dry skin as well.  But other dry skin really needs more moisturize and protection from...well, life.  Face creams tend to be the heavier cousin of the moisturizer.  Still water based, but more concentrated hydration boosts.

Face balms are a blend of oils that are solidified.  Well, unless you live in the tropics, like we do.  But I digress!  Face balms are INTENDED to be solid until they come into contact with your skin, which has warmth to it.  (Side note, if you are in the tropics and they are softer/more creamy - that is totally fine - and amazing, actually).  Balms do not contain water, so they are anhydrous.  They are intended to be heavier and provide more substantive and nourishing protection on the top layer of your skin.  They are typically healing, ultra-hydrating, luxuriously think and are the last step.  They tend to be more expensive as well, given the high concentration of ingredients (and no water).  And for these products, an itty bitty goes a LONG way.
